OF THE PORT SCHOOL BYLAWS DRAFT
ARTICLE I:
NAME
The name of this organization is the Friends of the
Port School (soon to be P.T.A.) It is the
Parent/Teacher organization of Kennebunkport Consolidated School.
ARTICLE II:
PURPOSES
The mission of this parent/teacher group is as
follows:
1. To promote the welfare of
the children of Consolidated School.
This would include their social, emotional, physical, and educational
development.
2. To foster collaboration
among families, staff, and community for the benefit of the children of
Consolidated School.
3. To develop a closer
relationship between home and school, so that teachers and parents can cooperate
intelligently
in the education of all our children.
ARTICLE III:
MEMBERSHIP
Membership in Friends of the Port School is open to
all parents, staff, and interested community members.
ARTICLE IV:
OFFICERS AND ELECTIONS
Section 1. The
officers of this organization shall consist of :
a. a President;
b. a Vice-president;
c. a Recording Secretary;
d. a Treasurer.
Section 2. Officers
shall be elected as follows:
Persons interested in holding an office should
declare their intention at the regular April meeting. Positions could be shared by two people, if it is mutually
agreeable and they are elected together. The election will be held at the
regular May meeting. Officers will
assume their duties in June following the May election.
The term of office will be one year.
ARTICLE V:
DUTIES OF OFFICERS
Section 1. The
President shall:
a. preside at all Friends of
the Port School meetings;
b. coordinate the work of
the officers and committees of Friends of the Port School in order that the
purposes of the organization may be
promoted and the annual goals may be achieved;
c. perform other duties as
may be assigned by the organization.
Section 2. The
vice-president shall:
a. act as support to the
president in achieving the annual goals;
b. perform the duties of the
president in his/her absence;
c. collect Event Summary
Reports of activities and events sponsored by the organization throughout the
year (Appendix 1);
d. perform other duties as
assigned by the organization.
Section 3. The
recording secretary shall:
a. record the minutes of the
organization and distribute them to the executive board for approval;
b. post minutes and a
current copy of the bylaws at the office of Consolidated School and on the
organization web site;
c. perform other duties as
assigned by the organization.
Section 4. The
treasurer shall:
a. have custody of all the
funds of the organization;
b. keep a full and accurate
account of receipts and expenditures;
c. make disbursements as
authorized by the president, executive board, or organization in accordance with
the budget;
d. have checks greater than
$500 signed by two persons, the treasurer and one other elected officer;
e. present a financial
statement at every meeting of the organization and at other times when requested
by the executive board;
f. make a full report at the
meeting at which new officers assume their duties, to include a copy of the
current bank statement;
g. perform other duties as
assigned by the organization.
Section 5. Upon
expiration of the term of office or in case of resignation,
each officer will turn over to the successor, without delay, all records,
books, and other materials pertaining to the office.
ARTICLE VI:
EXECUTIVE BOARD
Section 1. The
executive board shall consist of the elected officers of the organization and
the principal
Section 2. The
duties of the executive board shall be:
a. to conduct business
matters of a timely nature in the intervals between organization meetings.
b. to oversee standing
committees and newly created committees needed to meet annual goals;
c. to prepare and submit to
the organization for adoption a budget for the year;
d. to approve routine bills
and funding requests within the limits of the budget;
e. to draw up amendments to
the by-laws, which would then be brought to the membership for a vote;
f. to set annual goals, with
input from the membership of the organization.
g. approve expenses up the
$500.00.
Section 3. Regular meetings of the executive board shall be held during the school year, to be established by the board at its first meeting of the year.
ARTICLE VII: MEETING
Section 1. Regular
meetings of the organization shall be held monthly during the school year,
unless otherwise provided by the organization or the executive board, 5 days
notice having been given.
Section 2. Special
meetings of the organization may be called by the president or by a majority of
the executive board, 5 days notice having been given.
Section 3. The
election meeting shall be held in May.
Section 4.
Seven
(7) members shall constitute a quorum for the transaction of business requiring
a vote of the membership in any meeting of this organization.
Section 5. A
simple majority will pass any business items requiring a vote.
ARTICLE VIII: FINANCES
Section 1.
The fiscal year of this organization shall begin on
June 1, and end on May 31.
Section 2. Requests
for funding from Friends of the Port School shall be handled as follows:
a. requests must be
submitted to the President on the Friends of the Port School Funding Request
Form (Appendix 2) in advance of any regularly scheduled meeting of the
membership or of the executive board.
b. funding requests less
than $500 shall be approved/denied by the Executive Board.
c. funding requests greater
than $500 shall be presented to the membership for a vote.
Section 3. Any
Friends of the Port School bank
accounts shall have three signers: Elected
officials, and/or MSAD #71 Business
Manager.
